i'm not sure about electric carts, but wheelchairs are certainly available at both airports. you need to request through the airline well in advance & they'll arrange from someone to put the person on wheelchair from the point of leaving the aircraft until being loaded on to their vehicle. some airlines charge a flat fee for this, while others offer it for free. in any case, it is reasonable to give a token of appreciation for the services of the individual who does the actual pushing around. both the airports have lifts or ramps at relevant places, so there is nothing much to worry about.
