Wondering about Permits in the Northeast

Visiting certain parts of Northeast India requires permits for foreigners.

How difficult is it to obtain a permit for, say, Arunachal Pradesh, Mizoram, and Manipur — do I do it in a city, or do I just show up at these places and get them done? I'm not sure if I should write these places while applying for my Indian visa at home as the last time I put Sikkim, they gave me a little trouble for the weirdest reasons.

When you register at a hotel with the C-form, do they ask to check your permits?

Not sure about Mizoram or Manipur .... but for Arunachal you'll need an ILP, a group of four or larger, and restricted to a 10 day limit!
