What does "Passport Application under review at RPO" mean for Tatkaal Passport

It is common for Students to apply for passports while still studying and living away from home. And they get their passports.
Did you mention your hostel/college address as current? Or your Hometown address as current address?
Your application is pending because (I am assuming) PV proved that you do not currently live in your home town but in some other place. If yes, basically you lied on the application.
If what is mentioned above is true, you need to correct the mistake and apologize. Visit the RPO/PSK where you applied adn ask how to proceed. Carry a letter mentioning the mistake and apologizing for it, Address proofs of your Hometown address and your College town (hostel ?) address as well as a letter from the college that you are a student and staying there.

On 31/12/2012 I applied for a renewal of an expired passport under the Tatkal scheme. On 4/01/2013 I got a sms saying passport dispatched. There was no Police verification done before that. Then on 05/01/2013 I got a message from an officer stating that he would be coming for verification. I gave him copies of my old passport, bank statements, birth certificate, marriage certificate, degree certificates, husbands passport copy & gas bill, he also asked me my salary. Is it normal for the documents to be given as these are already submitted at the passport office. Also, the officer made me sign on some forms & give a thumb impression. he was in a hurry so I did not get time to read through them. Ended up giving him Rs. 500/-
Also, a little caution to women who are applying for a passport - PLEASE have someone at home when a verification is being done especially a man should be there..cos the officer could ask you unwanted questions & make you feel very uncomfortable. They almost make you feel like you are committing a crime & are under interrogation.
& in a couple of hours my passport was delivered.

For Tatkal, Police Verification is done after passport dispatch.
They do ask for documents that you may have already submitted and its OK to give them. There is no need to give documents that are otherwise not part of a Passport application documents list like your payslip etc. Also you may decline to answer Q's that you feel are not required to be answered or are too uncomfortable with. Tell him you will answer them at the PS in front of his superior if they are required. There is absolutely NO need to pay him any money. Just treat him with respect as you would any guest at home. It coat me just a cup of tea.

Thanks, Narendra. The guy shameless asked for money & just b'cos we stay in Banjara Hills, Hyd you know how things are expected. I did offer him tea but he seems to be just hanging out in the area. So, did not want to upset him just because of some money. The officer apparently had even asked my friend for her appraisal letter or some relevant document from the company where we are working at when a police verification was done. I guess it would have gone in a different way if my husband was at home. Just hope the documents are not misused.
Generally this type of status appears
1) Either they forgot to take action (which is most likely the case)
2) In need of some documents
Best soltion is visit your near passport office along with a copy of fee slip which you paid..

That status remains for an awfully long time. My dad's application had that status- and still has it (I guess, I've not checked for more than a month)- and he got his passport in Oct.

sir, i have applied on 31/12/12 and i have completed my police verification but i did not still received mypassport it is showing the status as your application is under review at regional passport office

The normal time for passport is about 75 days, though officially they promise 45. Is yours a Tatkal application. Else you have a long wait. But the PV done in 15 days is great indeed.
Seems fine as said by Narendra, but consider calling the PSK helpline- 1800-258-1800- they sometimes can give less ambiguous info- but they can't give a stipulated deadline.
