Visa or Exit permit for child born in India.
I m not sure they vill accept scan or not may be get it certified vill help u. Cant answer yes or no.

By the way still it is not working properly in firfox. Try to enter phone number, try to correct a wrong spell entered other areas. Hope officers in http://indiaimage.nic.in/ will correct it. I have called and reported them them and they promised to get it corrected

If you decide to register your child as Indian, I think it would be hard for your wife to do that alone. The presence of the actually-Indian parent at the consulate would probably make it a lot easier.
