Sorry, but you may have a problem there if you have a Sri Lankan passport:

The new PIO Card Scheme, 2002, is in operation since 15th September, 2002. All persons of Indian origin who are in possession of the passport of any other country except Pakistan, Bangladesh, Afghanistan, Nepal, Bhutan, China, Sri Lanka or any other country specified by the government are eligible for PIO Card ... ... ...

Useful sites:

Indian Immigration Bureau from which the above comes.

Ministry of Home Affairs Foreigner's Division

Ultimately though, the information given on any website, or anybody's interpretation of it (and we're not professionals here) is no substitute for talking to your local Indian High Commission /Embassy, or the FRRO/MHA if you are in India with your husband already. And being prepared to push a bit if you don't get the answer you want at first.

I am not sure what restrictions are placed in Sri Lankan citizens, but my guess it that there must be quite a few of you married to Indian citizens.

If they will not give you a PIO, try for a long-term X visa.

Here you find a collection of willing amateurs, with a variety of different experience, willing to try to answer questions --- but there is no substitute for professionalism, and it may be worth your while talking to an immigration lawyer.

Strictly speaking, no.

I'm told there are spouses who do --- I don't know anything about that.

One of my friend told me that some countries are resricted for applying PIO card is only for the applicants who claim they are have some origins from india. Spouses of indian can be from any country to apply for PIO card and they will get it. Is this correct?
Please help me.

Please follow the links I gave you in my post No 4 above.

Those are Indian Government sites; that is where you can find your answer.

Yes, I am married to an Indian, and I applied under the spouse catagory. But the consulate refused my application because of my sri lankan origin.
