Thanks for the second link but, as I found out when I registered, the FRRO here in Mumbai doesn't use paper forms as such, and instead has you fill in your info in an online form using an onsite computer. I guess it cuts down on paperwork, but you still need to bring all your documentation (3 copies each) and passport photos.

What irked me about the whole process is I wasn't able to find any info online as to what documents you need in the first place! When I raised this with the FRRO officials I was greeted with shy smiles and mumbling. It turned out I was missing the "undertaking" form signed by (and with the passport copies from) an Indian local, and had to scramble to get it done in time before the FRRO shut office for the day.

Once inside, the clerk also demanded to see a copy of my wife's passport and our marriage certificate (since I am a PIO card holder) and gave me one of the blankest stares I have ever seen when I asked where it was written that such documentation was necessary!

Yet all's well that ends well, as she eventually backed down from her demand and, without any more fuss, issued me a residency permit for the duration of the validity of my PIO card (14 1/2 years). So I can forgive the incompetency this time, and hope they update the relevant websites with the proper information by the time I need to renew.
