in most cases...no. Technically - anyone turning up at a destination without a passport would be considered a "refugee" - and the airline carrying them would be fined, and required to carry them back to where they came from.

It may be that there is a special arrangement between India, Nepal, and Bhutan (even a visa free arrangement for many countries requires you to carry a passport so that the country being visited can record the entry and exit of the visitor). Hopefully someone can shed some light on this.....

I think you (Indian citizen) can still go to Nepal without a passport.

You certainly could some years ago.

The Captain is right. Its incredibly easy for an Indian to visit Bhutan. Whether they will like the food is another matter..

Yes you can...I did that in Nov 2006, you are given forms in the Aircraft itself, after that I guess you have to fill another form at the Kathmandu Airport..

There was a separate immigration counter for Indians at the airport and the immigration officer, hardly bothered to look at the forms, or even at us..just waved us to move on...

Just to add to my above post, we do need a ID proof, it can be Driving License, Voter ID Card or any other document establishing one as an Indian citizen.

Like in EU... a passport is not needed for an EU citizen to move from one EU country to another, but, for Brits, who have no National ID card (err, yet...), what is the easiest way to prove their citizenship? A passport!
