OCI application made in Houston

Does any one have any experience actually getting an answer on ANYTHING from this office? Seems that they don't answer their emails and never pick up the phone, even between the hours of two and four in the afternoon when they are supposed to pick up their phones. Any ideas? I made an OCI application last summer, and never heard back about it.

When you apply (fill the application form) you get a tracking number. You use that number to track the progress of your application. What happens when you use the number?

Sorry, I was completely distraught when I made my original post, and managed to leave my real question out completely. Appalling as the system is, that's not the problem.
The real problem is, that my passport # has changed since the original application was made. (Not that it matters now, but given the time estimates on the website, I had expected to be able to go home, collect my OCI card, get a new passport expedited, and come back to India. That did not work out at all and I had to get a new passport issued here.) Anyway, I need to find out if I need to start the whole miserable process over again, or if there's some contingency plan in place. The closest info on the web site that I can find is:

Between 21-50 years of age, there is no need to seek re-issuance of OCI documents each time a new passport is issued. However, if the applicant desires, he may avail the service for re-issuance of OCI documents.

which sounds hopeful but doesn't really cover my situation. I'd really like a firm answer from the consulate. Any hints on how to get one would be most appreciated.
