Conversion of normal passport application to tatkal

Hello,

I have applied for passport through normal process on 14/3/2012
at Lucknow RPO. I checked the passport status on website and it
shows that police verification report hasn't been received. I
have got an invitation for Research Internship for 2 months
starting from may 1st week at Germany. The police haven't yet
contacted me for the verification. They also need to verify my
permanent address by visiting my parents home in adilabad (AP)
since I study at IIT Kanpur. I need my passport very URGENTly
as I will miss this golden opportunity otherwise. Can you please
suggest a way to speed up the process of getting the passport, I
am fine with a passport of lesser validity, but I need it
urgently.

I had called the Cheif passport officer's number a few days back,
I was told that its not possible to convert the application to
tatkal before the police verification. I will talk to the RPO,
Lucknow tomorrow.

Can you convert your normal application to tatkal application?

I also want to convert my mother-in-laws application from normal to tatkal. What is the process?
