Just a heads up that the Indian Consulate in Chiang Mai is now only accepting online applications:

Was there for an hour today but noticed each non Thai applicant was being interviewed some for more than 15 minutes. Only spoke to one young lady who was looking for a single entry 3 month tourist visa and she commented that today was her third interview!
Thai nationals are interviewed by the secretary but my lady was only asked a couple of basic questions.
