It was only supposed to apply to tourist visas, but there have been reports of people with entry and other visas being affected too.
The situation is rapidly changing, there has still been no official announcemnt of the policy, which is apparently still being formulated, and right now nobody can say for sure what will happen to anyone at any particular port of entry.

visa confusion
please can someone just tell me if i can still stay in india for 180 days and then have to leave india for 2 months on a tourist visa,or is it just 90 days.

I am currently in Pakistan ( left India before the new Rules) & a PIO card holder--- has anyone heard if this 2 month rules applies to card holders?

There's no indication that it will apply to PIO cardholders as, technically, it's not a visa, but an exemption from requiring a visa.
That said, the rules are still being sorted out, and are being applied inconsistently. Also, you're in Pakistan, and entry to India is likely not the same as entering from many other countries.
Please post the result of your return, even if there's no issue at all, for the benefit of others in similar situations.

I was actually looking for the online link to the ToI dated 23/12 which I picked up at the airport when I left India on Xmas eve, but this was the nearest I could find, however better as it is more up to date!
I was refused a visa in Sri Lanka in the week following David Headley's capture, although I knew nothing about him or what was going on at the time. The reason for rejection given to me by the high commission was 'new rules'- "you cannot apply for a new visa in a country which is not your own unless you have been out of India for a minimum of 2 months", but then the visa officer advised me that he thought it was highly likely that I would have to wait for 2 months even when applying back in the UK.
I'm back here now (and freezing my a** off!!) and hoping to get back asap, my plan is to apply for a new visa on tuesday, crossing my fingers that I will count as one of the exceptions as a 'bone fide tourist', just wondering if anyone has applyed for their visa in England in the past few weeks (after having just got back from India) and what their experiences were?
Also, I have a friend who got stuck in Thailand for a couple of weeks while I was in Sri Lanka getting rejected, he managed to find out that the visa embassy in Phnom Penh in Cambodia seemed to give him a visa no problem even after his having been rejected in 2 centres in Thailand just days before. Hope this is of help to anyone.

extend tourist visa
my son's multiple-entry tourist visa for 5 years expires on January 15, 2010. He can get his visa extended for a few more months by FRO. Does anyone know if he will get into trouble at the airport with immigration officers with this new rule? He is 19yrs ole does not have any experience with these rules and regulations. He will be travelling alone. He has to stay there a little longer because he is trying to get into medical college there. After he comes back to canada, we will apply for student visa.
All I want to know is whether this extension of his visa by FRO will be valid at the airport? Anyone with similar experience?
