An American will normally have a 10 year visa. For the many trips that he/she can do over 10 years, there is no way the person can know which trip he/she needs a Reentry permit.
Reentry permits are issued on existing visas as well as when applied together with a Visa application.
For the kind where they break a trip for attending to urgent matters at home, I have no idea if they do issue a reentry permit on a single entry visa.

what would be the best place to waste those two months in August/September?
Never been in Nepal but the monsoons are there besides few areas (Manang, Mustang and Dolpo). What is the next best choice from the North besides Pakistan? Thailand I guess?
P.S. though If those areas are accessible and one can find some isolated spot in nice surroundings to "hide" for a couple of months maybe Nepal shouldn't be ruled out...

I didnt want to bother with the multiple entry nonsense I initially asked about. Otherwise, my original plan was to use my 60000 miles to fly free roundtrip to England and then get Emirates roundtrip(I badly wanted to use the A-380 Airbus to Dubai) to India for 750-800 bucks and then at some point of my stay in India fly roundtrip to BKK for a short visit. Thanks to Indian govt. nonsense, I found myself a bttter alternative where I trade England for Tokyo(2 day stopover at no extra cost) and save myself 800 bucks in the process.
Now all I have left is to find a better deal than the Thai Airlines 600 dollar roundtrip from BKK-HYD (Feb 15 or 16 and return on Mar 4 or 5). A little cheaper to fly to Chennai , my second option. The real cheaper alternatives on Kingfisher and Jet dont appeal to me as they have way too long stopovers in Delhi or Bombay. I dont mind paying the money if i know the airline is top quality. Is Thai Air good?

So now we know why this was introduced, not fight against terrorism, but illegal employment.

Two groups, "Reporters Without Borders" and " Journalists for Democracy in Sri Lanka", had launched a joint appeal against Pamuk's and Desai's participations.
The two groups said they found it "highly disturbing" that literature is being celebrated in a country "where cartoonists, journalists, writers and dissident voices are so often victimized by the current government".
