A business visa, on the other hand:
A Business Visa is given those who are doing business in India such as making sales or establishing contacts on behalf of a company outside of India. Business visas may be valid for three months to one year or more with single or multiple entries. However, the period of stay in India (for each visit) under this category is limited to six months only. Please note the validity of the visa is effective from the date of issue. Those who are applying to work for an Indian company should apply for an Employment Visa.

How's about if you asked for an interview at your applicable Indian embassy and just explain your plans. I mean it seems you're only trying to do some good.
As they say where I live, a no you already have, a yes you may get. Who knows and they may be forthcoming with it. Or then maybe they won't. Who knows, indeed. But it won't set you back any further than never trying.

Mach, Dino, as the Indian government explained to the UK recently they neither need nor want foreign aid; you and your NGO are unwelcome. This presumably is why those who insist on doing voluntary work are now penalised by having to pay hefty E visa fees.
In the UK, like many other countries, Indian visa handling has been outsourced, there is really no way to bypass this to speak directly to the consulate.
