It means that all the 'confirmed' tickets were sold and a waitlist started, but since the waitlist started there have been enough cancellations to guarentee that the 'waitlisted' ticket will become a confirmed ticket when the reservation chart is prepared (a few hours before the train departs).
If you are the 3rd person on the waitlist and there have been no cancellations, your waitlist number would be WL 3/WL 3.
If there'd been 1 cancellation, you'd be WL 3/WL 2 as the 2nd number is your current position.
If there'd been 4 cancellations your number would be WL 3/CNF (Confirmed).
The first number will always be the same as that IS the position you joined the waitlist.
There are good reasons why you have to be given a 'waitlisted' ticket in this situation, but my head isn't in railway mode this morning so I'm struggling to think of them.

Sam, are you Indian or NRI?
I guess just like at home, trains that are otherwise scheduled will be canceled.
Repair works, lack of demand, whatever, them's the breaks. Stop looking into that train then.
