In case I have to start my journey form Station "N" But I booked form City "M".
Now if I want to cancel my confirm/RAC/WL ticket from City "M" after chart prepration is this possible?

Assuming you have a counter/i-ticket, you may cancel the said ticket only at the boarding station or within the city limit of the PRS.
As dipyamanbasu said, if you have counter ticket, you need to cancel it over the counter only.
If its e-ticket, you need to file TDR on irctc.co.in.
