I am trying to check on CC seat for a train on Oct 27 but the above message came up.

ARP is advance reservation period.
Most of the trains have an ARP of 90 days meaning you can book tickets 90 days in advance.
Some inter-city trains have an ARP of 30 days. Normally CC chair cars in inter-city trains and hence it shows you ARP.

Outside ARP means that the booking has not been started. You can try with different dates to find out the ARP for that particular train. Then the opening day can be calculated backwards (excluding the date of jourmey).
