how to apply for student sc/st concession in indian railways( as i have to travel for long to my home)?

I am sure there is a student concession, but there is no caste or community based concession.
There is some detail about concessions on this website http://www.indianrail.gov.in/conc_Rules.html See section VI 26.
According to the 2012-13 edition of Trains at a Glance (P 308) you need a "Concession Order in prescribed proforma signed by Head of the concerned institution"
