If only it was that simple................
Look at a train's whole route and timings and ask yourself, what could be the main reasons for running this train, who will it be most useful to? (the persons of what city?)
A simple example, the Golden Temple mail from Amritsar to Mumbai (via Delhi)
This train is one of the fastest Delhi-Mumbai trains (except the Rajdhani trains).
Many berths will be held for full distance passengers, but a lot will be reservad for Delhi-Mumbai passengers (this also allows a lot of berths to be used for the Amritsar-Delhi section, then those same berths used for passengers boarding at Delhi)
So Delhi (whatever station in Delhi) would be a remore location station.
There are exceptions to the above simple explanation, and there are exceptions to those exceptions, then there's a few trains that are really different.
To answer your question....
If a train is going from Delhi to Jaisalmer, look at it's route, look for bis stations along it's route, find the first big station and look for availability, if it's different from the 'full route' availability, then this station may have it's own remote location quota.
The Delhi-Jaisalmer train has Jaipur as a remote location, so you get different availability numbers from Jaipur than you get from Delhi, interestingly, stations after Delhi but before Jaipur are on Delhi's large general quota, including Gandhinagar Jaipur station (GADJ), only a few km from Jaipur station, so if you want to board in Jaipur, and find Jaipur's remote location quota has sold out, book from GADJ and get a ticket on the Delhi quota.

Too bad we can't see those separate quotas for each route as it would be quite useful.
And how do they know how many people take the train from the first to the last station? Just experience like with number of RAC/WL places or what?

And now one more question - is there a way to get a ticket from point A to point C and then (due to availability and quotas) as follows:
reservation for A to B* for SL class
reservation for B* to C for 3AC or 2AC (if there is available quota from B)
(*B is a RL station)
or would you have to ride in General and switch to 3AC/2AC when you get to station B?
