Problems with IRCTC website
is irctc website available now? can please anyone tell me.. i am unable to open the site for like last 30minutes
and i tried to book a ticket for falaknuma express and the transaction failed.. i checked for the refund status it was there to be settled.. but whener i use my card i get a sms from bank and i got two sms with debiting the same amount from my debit card.. though the transaction number for both the sms were same
irctc obviously has one refund in list.. i am not sure whether the amount was deducted two times or just one time.. because the transaction number was same 
please need help !!

I had the same thing happen to me twice yesterday morning - also for Falaknuma from Kharagpur (KGP) to Secunderabad (SC) for travel during the start of the Puja holidays. I also got the SMS from the bank, apparently, the electronic transfer of funds from the bank (SBI) to IRCTC timed out due to server problems - you will find this in the Transactions Failed list on your IRCTC account - therefore no refund issues since it was not debited from bank account. I guess Falaknuma is in high demand, especially during Puja holidays - the booking for Oct 20th got finished for 2AC and 1AC in 2hours of the 8:00 opening of the 120 day advance reservation window! I finally booked for Oct 19th (Friday) around 11:30am yesterday & the transaction went through smoothly.
In addition, I did make another IRCTC booking this morning - no problem.

1. Check the "Booked History" option to see if any ticket has been booked.Else
2. Check the "Failed Transaction" Tab.
3. If money has been debited from your account, it would be refunded back in 3-4 working days. (Depends on the payment gateway/bank)

i've not got the refund yet.. but it is showing 'payment settled' in refund status
hopefully i will get the money back within few days

It totally depends on the bank/payment gateway used.
For example SBI, Citi bank, ICICI, HDFC would all take 3-4 working days (On an average)
Banks like UCO, BOI have taken up to 2 weeks (On an average) to refund back the money.
