It would be allotted serially, i.e., W/L 1 would be the first person to get the ticket confirmed and berth allotted; W/L 2 would be the second person to get the ticket confirmed and berth allotted ... so on and so forth ...

Then there's the Tatkal (CK)WL tickets.
In many cases it goes CK1, WL1, CK2, WL2, CK3 and so on.
Then it gets more complex when additional carriages are added, then even more complex depending on whether those additional carriages were planned or not, a full explanation would blow your mind, you just can't make this stuff up.

Thank you sir for your reply. Then actually how does this system works? The system allots cnf berths according to a predefined logic. Now how the system works at the time of chart preparation then seems somewhat ambiguous.
