the important number is the 9, it means your actual place on the waitlist is 9. I am not sure if this is a super popular train, but I would guess that since your journey isnt until 24th that this ticket will get confirmed or at least rac. Please trust a more informed member on this site though.
17th people had booked the ticket prior to OP. Thus he was the 18th person in line. However due to some cancellations it has now come down to the 9th position.

PS:- No RAC in PQWL

Hey one last question, so my other arrangement is to book train 14036 Dhaulandhar Exp from PTK (pathankot) to NDLS (new delhi station) leaving at 22:30 on 14/7, then to book also train 12808 Samta Exp on 15/7 going from NDLS to AGC (agra)

Both of these trains have about 100 avaqilable tickets. Problem is I am in a village near dharamsala, so there is no train office I can book ticket. THere is a little shop here but they are going to charge 100 rs per ticket to book for me! Do you think these tickets willstill be available tomorrow afternoon by the time I Reach pathankot? BEcause if so I will book directly there at the pathankot station. I don't want to spend 100 rs. per ticket for booking! I can not book myself online because of credit card problems. thank you!

1. 14036 do not have any FT Quota. It is quite hard to predict whether the tickets would still be available till tomorrow or not. For safety keep a backup.
2. For the second train, do not worry much. There are many volvos available in this sector and even if you miss the train you can easily reach Agra by a Volvo.
3. None of the train touches NDLS. Former goes to Old Delhi and the latter starts from Nizammudin.

One more observation.
Many a times one would find no RAC tickets being issued for Duronto.
However during cancellations, one would find his/her WL'ed ticket gradually come down to RAC and then getting confirmed.
