Need to buy rail tickets in advance?

We are travelling from Delhi north thru Kalka to Simla in May (2009) Is it necessary or advisable to book online in advance or are tickets easily available at the station in Delhi for such a trip. (Trains runs daily)

May is tourist season in India and trains are solidly booked well in advance.......

Book in advance.........

Hotel UN-booking

Is there a cost/penalty to cancel (well in advance) a reservation.

If you need to cancel a hotel booking the cancellation charges vary greatly based on the hotel... Call them and find out...

Cancelling train tickets 48 hrs or before has very little charge (around Rs 50)...

If you want to travel in trains at short notice, i would advise you to book online in the "Tatkal" quota. You need to be online at 8AM (IST) 5 days in advance to book such tickets. Not all trains have this quota and you can verify this anytime on indianrail.gov.in (and a couple of other rail sites)
