Next time, try wrapping up the backpack with a light chain (easily bought on the ground in India, often sold by street vendors outside larger stations, padlocks as well) through its various flaps and stuff, then lock that with a or several padlock(s). Should do the trick. Lock any zippers that are lockable with their own mini-padlocks, of course.
I know in the past the rule might be overlooked; but earlier this year my impression was they were pretty adamant about your luggage needing to be locked yes. My guess is it's just to stop you whining later anything was taken from it.

Yeah I asked the guy that I will lock rucksack with chain but he refused , he says he wont take rucksack (though it was having cloths only)..
