How to book train tickets on special quotas

Recently I was in a position to book a Rajdhani( 12302 Kolkata Rajhani) ticket by hook or by crook within 20 hrs of journey.I had to take that chance because no flight tickets were available too, ( if any, that too for sky high business class price of 19K mark).I took help of a agent who booked my tickets in "VIP quota"( as per him).I do not want go into that details of my anxiety of that day but I found something interesting which may be useful for future.For experiment,I took an example of mad-rush season.25th Oct 2011 , just a day ahead of Diwali.As on 20th Oct, there is high WL number but in that quota as many as 50 are available.I do not know how to book as a individual user in IRCTC, in this case.
Maha-gurus can enlighten us to book those tickets.

There tickets can not be booked by an individual user. These quota are normally kept for VIP's who might travel giving a short notice. If these quotas are unutilized they are used to clear the existing wait lists.

Aarosh , I understand the provision of VIP urgency.But can we ( as an individual user)anyhow book those in extreme situation ( as was in my case, I had to the give the agent few extras upon confirmation) or that permission is given to agents only?

Earlier, in the days of Telegrams, you could take a telegram to the reservation supervisor and get Emergency Quota seats on the same day or a day before.

Not much, other than Tatkal. Personally going to the reservation office (especially if it happens to be the train originating station) and having a good story (may be sob story) to backup your request might work sometimes. But in times of high demand like Puja, Diwali etc might not work at all. But can never say for sure without trying.

In order to meet the urgent travel requirements of high official requisition holders, which includes Central/State Government Ministers, Judges of Supreme Court of India, High Courts of various States & MPs/MLAs/VIPs, a limited number of berth/seats have been earmarked as High Official Requisition(HOR) Quota in different trains and in different classes. The HOR quota is released in accordance with the priority as per warrant of precedence and well established practice being followed since long.

The requests for release of berths should reach the quota controlling authority before the release of quota.

Centralized details of reservation quota available in trains running on Indian Railways are not maintained.

This information was given by the Minister of State for Ministry of Railways, Shri E. Ahamed in a written reply in Rajya Sabha today.

First of all, I do not have the print out of that e-ticket now( The agent gave me the print out only). So I am not able let you know the PNR.What I can recall, it was booked under general quota and he promised me that it had 80-90% chance ( your second point -stands here)of getting confirmed.The status was something like this WL427/WL168 ( not very sure about the exactness).I was allotted in BE3 coach as per the chart (extra coach I guess).

Somehow, I got an impression that your Date of Departure is 25th October,2011.

##But, when you said "BE1 Coach" for "WL.No.427/168", I became curious, as to how you got Coach Number "yesterday", when your journey dats is on 25th.:-) Anyhow, I am sorry for my confusion.

haha..to clarify more let me tell you the date-10th jun 2011.A non-peak season date when we came back from Leh to Delhi, and wanted to book a Rajdhani ticket( to Kolkata) after our previous day's flight had cancelled( and consequently had to cancel our pre-booked same day Duronto ticket).
