My guess is that the photo was taken during a festival (however, there are no garlands), or maybe after the liberation of Bangladesh in the 1970's.

Elderly Brits may remember George Brown, as deputy leader of the Labour Party .... well one of my friends worked for his wine merchant and put his acid and 'works' to good use ... tired, emotional and tripping ... even the bent and twisted had moments of idealism in those far off days ...
