How late can a tamilnadu express reach delhi in winter?

Do any of you folks have any idea how late a tamilnadu express can take to reach new delhi in december(19 dec is my travelling date)(gets foggy and heard planes reaching late).i have to catch train at new delhi to dehradun the same day.the tamilnadu express reaches abt 8:00 am in morning and jan shatabti i am thinking of taking to dehradun leaves at 3:15 pm.any advice on this matter would be appreciated.

ps:i know abt direct train that connects chennai - dehradun but it doesnt fit my date of travel.

There is train: 2687 DEHRADUN EXP from Chennai Central to Dehradun but it's awfully slow, if I were you I'd take NZM-DDN AC EXP from new delhi.

##Please note, the total journey time would be around 48 Hrs. including the waiting time in New Delhi, WHEREAS the "direct" train 2687 would consume 43 Hrs.!!!
