With that in mind, there's a way to make a ticket available when it doesn't appear to be, if you want to book A to B (RS quota) but no berths available, book A to C (GN), change boarding station to B, then do a separate booking from A to B (now 1 available from changed boarding point of ticket from GN quota), then cancel original A to C ticket.
Of corse, there needs to be a berth available on the GN quota, and no waitlist on the RS or PQ.

I wonder if anyone has the power to make IRCTC disclose how many advance FTQ tickets have been purchased, that could be interesting.
Personally, I'd advise foreign tourists to stick with their old IRCTC accounts until the current issues are sorted out (though death may come sooner), I've tweeted, sent emails, and still nothing, and worse, my IRCTC account is now useless, can't book normal tickets till I get the OTP.
