Excess baggage charges(not able to understand)

I want to know the additional baggage charges on Indian railway

From what I have understood is that a person can carry on Sleeper with him 40kgs of luggage free(10kgs concession allowed).
Totally one can carry 80kgs.

No where the additional rate per kg is mentioned.

But I could not understand it.

I need to take 70gks extra baggage(a CPU and monitor) for 2000kms(surat to Bangalore on an express train)
What would be the cost.
The cost in the rate list is 585 rupees(the railways guys were asking for 1200 rupees)

Also if I want to send it by parcel service what is the cost.
Same route.
Parcel means someone from bangalore picks up the computer
Also the railway guys are saying monitor is not allowed

Where can get the info and maybe take a print out and show the rules(about monitor is allowed) and the rates.
