circular journey tickets are too mush of a hassle, until you are going on a long journey, with all the destinatins at/ near railway lines,
the procedure is:
approach the commercial manager at the station where you intend to start your journey, with details of your journey. you just need to give the destinations, and not the exact dates/ They will calculate the distance and call you after 2 days, to give you a distance chart. Then, you take this to the ticket window. they will make a ticket, and book the first ticket of your journey. the remaining tickets can be booked later, according to your convenience, also after you depart for the journey. You will only be charged a sum of Rs 20 (for sleeper) or 60 (for Ac) for the subsequent tickets. But:
You cannot book these tickets through IRCTC (as far as I know)
So, this is a hassle, worth the effort only if you are departing on a Long circular journey.

You may check the detail procedure at official website of Indian railway by clicking here.

Then, you may click Rules under Information on left side pan. You can select Circular Journey under Other rules to find the details.

Dr Karan is correct while telling "You cannot book these tickets through IRCTC". You would have to visit nearest railway station and get the ticket issued for you and your team. Reservation would be done at regular reservation counters.

Thanks a lot i will check out

So what i understand is

The process is
1) I decide the destinations go to the commercial manager
2) He will calculate and issue a Circular journey ticket
3) I pay the Commercial manager
4) I take the Circular journey ticket and using that i book tickets for the destinations i traveling to

Hello "xavierdayanandh",
We applied for this `Circular Journey Ticket' at Margaon (Goa) on 26th March 2012 for traveling 1st week June. After a long wait of more than a month and more than 3 calls every other day, we had no joy. Only after spending almost a full day at their office, finally got something sorted and the pass was issued the next day (2nd May) against full payment. However, the same day when we went to book our tickets for June, guess what – all our journeys were W/L. Now all we need to do is wait and see!!!.

Some Facts:
1. The procedure is like they have mentioned above, apply for the journey at the office from where your journey starts and ask them how long it will to get a reply. Once you get the confirmation letter take it to the station, make the payment and get the pass. Then you are ready for your bookings.
2. In a place like Goa, this procedure should not take more than 2weeks, so we are told. The lady Sheela is very good at not doing her job well The other guys at this office ARJUN and MURALI were very helpful and managed to sort it out the same day.
3. It’s best to make all your bookings in advance, before you travel, as it is very difficult to get confirmations on Indian trains.
4. If you are a tourist, the first leg of your journey can be booked under “Tourist Quota”, as long as that’s the train start-point. The rest of the journey will under “General Quota”,
5. If you pay for a 2AC Sleeper, and some of the trains operates only 1AC and 3AC then you can only book the lower class (3AC) and not the higher class (1AC).
6. Remember the booking order is: Confirmed, RAC and then W/L. So if you are making a W/L booking the first preference will be given for the RAC passengers then W/L.
7. In addition to the lump-sum ticket amount, you will be charged the Reservation amount (Approx. Rs.80/- per section/per person).
8. As usual to change, cancel or re-schedule your ticket you need to pay the cancellation and rebooking charges.

Well, we are doing the Goa, Mumbai, Hyderabad, Orissa, Lucknow, Chandigarh, Delhi, Goa trip, that’s if we manage to get all sections confirmed.

Let me know if you need anymore information.

All these procedure should be started at least five months prior to the journey. It would give you enough time to get the reservation done against the tickets purchased.

2. While doing the application stage, you require to mention the first train and last train details, like train numbers, date of intended first journey, total numbers of person in group, if possible names of persons and their age and sex.
