Though I am not based in Delhi and no experience of Delhi, I am sure it will not be too difficult to find Ragi. Try stores/supermarkets like Big Bazaar/Food bazaar/More/ITC Choupal or those stocking natural/organic foods. Big Bazaar at least where I live does stock Ragi. Or the traditional Grains markets will have Ragi.

It would have been better if you had specified your location in Delhi but I wonder how you came to this conclusion. Ragi and all grains are available across Delhi. Try the local Atta chakki wala in your area, ask the grocers to get it for you or go to old Delhi... You won’t need to commute long distance to get Ragi.

In north it's commonly known as Mandua it was traditional food in uttaranchal hills and it's still quite popular there...

So ask for Mandua with your local grocer, he'll source it for you. But if you go to a modern retailer like Food Bazar, you will be better using the name 'Ragi'.
