Procuring brown basmati rice in India, ideally Uttarankhand

As my father is diabetic and lives in Haridwar, I am keen on finding out where some of key food items such as brown rice can be obtained for him - ideally in Haridwar, Dehradoon area. [Brown rice is considerably better than white rice for diabetics.]

Obviously, he is in a better position to find this out than me, but claims it is not available locally. Since in Ohio I can buy Dehradoon Brown Basmati rice, there must be some options around. I am hoping some of the highly knowledgeable people on IM might give me some avenues to pursue during my upcoming visit.

Another item - of lesser importance - is Stevia (a SA sugar substitute with good properties). I believe it is called Madhu Parni or Madhu Patta, and is also exported out of India! This might be produced in a different region and we could try to get it from Delhi or via mail, if local suppliers were known.
