We found that if we stopped at Dhabas or other places with a driver, or were with Indian people - they tended to be overprotective about ordering food for us and asked for it not to be hot. It seemed to me that the touristy places - eg the restaurants on top of guest houses etc definitely served less spicy food than on the street, nice - but not as spicy. Then the top end tourist places were very bland. The street stalls and dhabas just give it how it comes (unless told not to) and its very hot, so as already advised - ask for your chutneys etc on the side....
