I find that Indians are often painfully aware of the shortcomings in safety but feel powerless to do anything about it. I am also not sure that there is much public admiration for "whistle blowers".

I suspect that in part this has to do with the sense that if you rock the boat too much, you are only going to bring problems upon yourself. It also may have to do with a little too much respect for - and perhaps a desire - to please those who are higher up in the chain of command.

Better to not say anything and hope for the best.
