Visit Uttrakhand/Himachal Pradesh in November end..Is it too cold ?

We are visiting India in late November and planning to visit either Uttrakhand/Himachal Pradesh or Kerala for 7-8 days. We are landing in Delhi on 22nd November early morning. Uttrakhand/Himachal Pradesh is our first choice as it will be closer to Delhi. Is it very cold in Uttrakhand/Himachal Pradesh during November end/December first week ? Does it normally snow during that time ? We would like to spend most of the time outdoor so will skip Uttrakhand/Himachal Pradesh If its very cold Experts please advise.

First of all it is very cold in this hilly region but that also depends on one's personal stamina that varries person to person.
My suggestion is go to Shimla 3 days and Manali 3 days.
You will also get snow in Rohtang pass for sure and climate too will be bearable with heavy wollens. It can be your dream come tour. If interested I will tell you iternary. Just tell from where you are coming.
Please avoid Uttarakhand my personal suggestion. And also not kerela as it's best time is during the monsoon period.

Thanks Soumik69. It will be great if you can suggest itinerary. We are coming from California, Landing in Delhi on 22nd November and Before heading home would like to explore few places in 7-8 days.

I would have to disagree with the above post by soumik 69, somewhat...
We visited Manali from UK in October and found it very chilly, especially at night, so unless you want to be wearing warm fleeces and warm hats in India, I would say don't visit the hills, even Shimla, in Nov/Dec. Snow is certainly possible in the hills.
Kerala may be very wet indeed in Monsoon up to August, but Nov/December is the peak time to visit for dry warm weather and beach, etc.
