pre-plan advise

We will be in India this comming December for 3 1/2 weeks. One of the weeks we would like to spend touring around Agra, Jaipur, & New Dheli. I will be traveling with my wife & 2 kids (9 & 10). I would like to wait until we get to India and then book a tour, but my wife wants to pre-book before we go for peice of mind. From reading the posts I know pre-booking will cost us more, but any suggestions for reputable, moderate budget Rajistaan touring companies would be appreciated.

Pre-booking from a U.S. travel agent would be a big mistake. You could book on the internet from an Indian company (and probably pay a bit more) or simply wait until you reached India (which would be a bit more stressful). Since you mention being in India for 3.5 weeks, but only touring for one week, perhaps you could set your tour up for the final week, thus giving you several weeks to choose a tour operator. But since you're only going to Delhi, Agra and Jaipur, why not just book some train tickets and pick up daily tours in each location? Not sure about Delhi and Agra, but the tourist board in Jaipur offers an excellent day tour (a long day--10 hours+)for a pittance. You could easily take first class trains and do this on your own for a lot less $$$$.
