From your post, it so seems that Govt. work will take you to Himachal Pradesh. For travelllers, HP is almost unbeatable. Its beuty is to behold. There are two possible circuits there in November. One - start from Dalhousie, visit Khajiar, then go to Dharamshala (adobe of Dalai Lama). From there, via Kullu, go to Manali. I am not too sure whether snowfall will permit you to visit Rohtang Pass from Manali - if yes, do that also. Then from Manali come to Shimla.
The second circiut is Shimla, Narkanda, Sarahan, Sangla, Chitkul, Kalpa, Nako, Tabo and Finally Kaza. Second circuit is more challanging, offers better beauty, but road blockage at places owing to snowfall is a possibility.
Had it been summer, you could club these two circuits to make a circle. But in November, high mountain passes will all be closed owing to snow and so you can not merge these two circuits.

In case, you want to travse any or both the circuits, please open a thread under Himachal Pradesh forum here and you will get ample learned ideas.
