honeymoon trip to shimla or manali or both from chennai in september mid

hi,
i m from chenni (working in dubai),i m going to get married on coming sep.
i have a plan to go to northside 6 to seven days(especially shimla or manali or both)on septemeber mid by air. i never gone before north side, but i know hindi fluently. my 1st option is Shimla. i dont want to take a long trip.i want to roaming near romantic places eithter shimla or manali. i have gone through lot of web sites regarding this, in that i had a query from iddiscoverindia.com, honeymmoninn hotel etc. now i m totally confused.

can any advice me the following questions?
1)can i go both places shimal ana manali at a time? because this is a honeymoon trip !!!

2)Is september mid is good for honeymoon to shimla (or manali)?

3)my budget is Rs. 35,000 to 50,000. is it enough?

4)Can i approach a travel agent or by own? if travel agency, then which is best and comfortable?

if own trip then,

5) what are the risks?

6)can you tell me which is better either hotel or resort?

7)will you please tell me the details of cab with driver all days?

i m very thankful, if any body have a plan or any body had a trip like this, please share with me
