There are beggars and scamsters. Do not mix them up.
One should give alms to the needy. If someone is needy, your heart will tell you this - so listen to your heart and be kind and generous. And if this loudmouthed I-know-all first-timer (or old hippy) with his bag full of expensive gadgets (or his soiled loincloth), his tendency to waste money in internet-cafes (or on drugs)and his self-assured attitude ridicules or questions you for doing this most humane thing: sharing; then smile and give him 50 Paisa, because he is also poor - poor in heart, mind and knowledge. And he will get scammed. The greedy will become poor. |

A Polish friend of mine told me he witnessed some locals in Delhi just give a few Rupiah to some beggars when they approached; they just took the money out and gave it without batting an eyelid. He said it changed his view of the whole situation and his telling me certainly changed my view of beggars and the poor around me wherever I am. From those who have to those who do not.
I think in the end it's a personal call.
