Second-hand car in Goa

Hi,
We are going to live in Goa, so we need a small second-hand car.
What do we have to look for, and be aware off ?
Paperwork, etc.
We've been told that it's possible to find something for about Rs.50-60.000 ?
How about the insurance, and what does that cost ??

Big time tip;
Join the auto club [western India automobile association or wiaa].
They will steer you through all the paper work, and do a lot of it for you, all for a small membership fee.
A car isn’t stolen when it comes with all the paper work [RC book mainly]. Have the auto club check for you.
You will need a proof of residence; for the purpose of vehicle registration [not land ownership] a life insurance policy is acceptable.
Get an international driving license from your country of origin [your local auto club issues them]. It’s good for 6 months and will keep you legal while you find your legs.
The WIAA office is in the lobby of the tourist hostel in Panjim. It might be called the residency now.
You can get guaranteed second hand cars from the big dealers, like Maruti in Povorim.
Otherwise, you can get a mechanic to check the prospective buggy for you; but get his opinion without the seller present! He won’t want to say anything negative about another man’s car while he’s there.
A really good mechanic;
Yves Braganza

Happy driving, Mark

Oh, the insurance;
Indian insurance companies don’t actually pay claims very often, so cover is very cheap.
I used to pay Rs. 250 per year for my car [that was some years back], I now pay about that for a motorcycle.
You need insurance to avoid liability. Insurance in mandatory, and you’ll have to pay any officer who stops you if you don’t have your insurance certificate [as well as your license and RC (registration certificate) book].
If you should actually hit someone, you should probably take him/her to the hospital personally and pledge to pay the bill. This keeps your conscious clear and keeps you out of trouble.
Things can get hairy if you have an accident [especially when away from the tourist belt], and if it looks like you are in personal danger, you may have to flee the scene; this is legal in India [providing you were in danger], but you have to report immediately to the nearest police station.
If that happens, you’re in for an expensive and unpleasant ordeal, so keep everyone calm, no matter whose fault it was, and accept responsibility early on. You are the foreigner, don’t forget it.
If they try to sue you, just laugh and tell them you’re insured!
All the insurance companies are nationalized and have the same cover at the same price. Hopefully this will change soon.
Drive safe!
