you might love the unhurried attitude of india but its quite frustrating at times when you want to get a work done but the person is "time passing" coz hes not in the mood to work. quite a long sentence i wrote. sorry for that but its true.its actually irritating at times.specially when its an emergency

Here's one to you, CH; for recognising this over and over again. I suppose the same would happen here too.

I think the first step is, let TP be x.

..... regardless of the variable - the key is not to allow it impact your day/schedule - too drastically.

The begging question is how to recognize when time passing is happening to your disadvantage and/or on your time!?

I've often been told "just coming sir" or "one moment sir - please sit" only to find out that "just coming" or "one moment" mean't that the attendant that was "just coming" was actually time passing or/um working to rule or/um lolligagging and wasn't really due for another hour.

The Indian government system has their own system of time passing that manifests itself in many frustrating and time consuming ways .... but is never referred to as time passing.

It is sometimes explained in India as "the concerned person is not in his seat"

err, then s/he isn't too concerned, I think. And I always want to ask, then whose seat is he in???
