You'll see snow at Rohtang. How much of it is lying on the ground, you'll find out when you're there.

Ther are buses and share-jeeps to Keylang via Rohtang. Don't know the fare as the bus website is down, but it's not a lot.
HPTDC also runs day-tours from Manali that include Rohtang. Details here:

There are buses from Manali to Leh, Keylang, Udaypur and maybe Kilar, and they all have to pass thru Rohtang. You can board anyone of them, altho for the last 2 you have to get off at Tandi Bridge (7 km before Keylang) and wait for another bus or jeep.
There are no buses that go to Rohtang only, except HPTDC's day tours.

HI Akash,
In Oct if snow fall starts eary the road to Keylong is blocked at Rohtang, and if u wd have crossed the rohtang pass then u may stuck there in keylong due heavy snow fall some time in Oct...so dont take the risk... do come in Sep....
All the best

Snow in Oct is only for a day or two and tends to clear quickly. Somewhere on IM it says that last year the last bus to cross the pass was on 23rd Nov.

Day trips with HPTDC buses to Rothang is around RS 200.

You´ll find past closures , road conditions posted here- don´t hold me responsible for any guesses based on that

In this case either :
* get a helicopter, or
* go out via the Kunzum La-Kaza-Shimla route. Kunzum La usually stays open longer, from what I heard last year.

I have exited twice in early October over the Rothang , last time it definitely had a feel of going just under the wire, though.
