Uttaranchal is nice in September
Last September I did the Char Dham pilgrimage trek and the weather was good. Yamunotri, Gangotri, Kedarnath and Badrinath. Only had two days of rain up in Tapovan above the source of the Ganges -- but it was beautiful anyway -- I saw lots of blue sheep up close!
I did all 3 treks and a side trip up to Tapoavan in 18 days, which was a bit rushed, but if you padded it with a few extra rest days it would be much nicer. It's a fantastic way to visit the lower Himalaya, meets lots of pilgrims from all over India and visit four of India's most sacred pilgrimage site at the same time. If you are more interested in hiking then I would recommend skipping Badrinath as there is a road now. It seems that the other three will likely have roads ploughed up to their doorsteps within the next 10 years as well.
I posted a few photos in my gallery from that trip, but will be added more in the next week.

The Sangla Valley is absolutely fantastic, as are views from Kalpa (above Rekong Peo).
Kasar Devi, which is above Almora, is a fabulous as well.
I'm sure that either way you won't go too far wrong!
