Smile Kullu in October

Hi, need some travel advice and tips, Im planning on travelling to Kullu (Kasol, Manikaran, Pulga, Khirganga) around September end. Will land in Delhi first.
*What do you reccommend in terms of getting to Kullu from delhi? (flight or bus)
*Are there any ATM's in Kullu that accept foreign cards? (or is it just Money Changers)
*Whats the mobile phone situation? any recommendation's for a SIM card company keeping in mind my travel itenary?
*Is internet access through mobile phone and notebook possible in these parts?
*Will it still be raining Sept. end? What kind of temperature to expect?

You can take the train to Chandigargh and a bus from there. It's a beautiful ride along the Beas River.

Don't miss Dusshera in Kullu; they have a big festival at that time....in 207, I believe it's 22 October.

Train/bus will be the best way to Kullu, if air is too expensive. The Himalayan Queen train and Shatabdi Express are quick. Kullu is very much a visitor-orientated place, and ATM's have sprung up in many places. There were none when I was there 4 years ago, but the place is modern-thinking. Internet cafes have sprung up. Not sure about wi-fi, as I am not sure about the telephone links. Mobile phones are everywhere in India nowadays. Even a chance to hire them at airports. The Monsoon has gone away at the end of September, and the temperatures, whilst dropping a bit daily, will be spring-like and refreshing.

Not a sign of Navratali dolls- merely an answer about KULLU in Himachal Pradesh, (as in my maps and guide books),- and the road sign!

So, here's what we've gathered,
*Bus, (Raj Express) from Delhi to Manali (anyone know if it stops somewhere near to Kasol, or does it go all the up to Manali only)
*Money, there seems to be only one ATM (State Bank of India, dunno if it accepts International Cards)
*Phone, tel. co's like Airtel and BSNL (couldnt find out if their GPRS Data services work there, also have been advised not to carry laptop due to security concerns)
*Weather, still raining a bit up there altough temp's are quite pleasant.

A few more questions,
Is bottled drinking water available in the more remote parts and is carrying a sleeping bag advisable?

instead try
Delhi to Chandigarh by train (3hrs)
Chandigarh to Manali by bus (6 hrs not sure)

Delhi to Manali by volvo bus takes 15-18hrs depending on traffic & weather. Shatabdi Express is 3hrs from Delhi to Chandigarh, then bus from Chandigarh to Manali is 10hrs or 7-8hrs to Bhuntar where you exchange buses for Kasol/Manikaran.
