No doubt you can't avoid the ILP, but
a) is the money amount mentioned anywhere on the paper?
b) alternately were you given a separate receipt stating the amount?

We have the best bureaucracy in the world , no govt dept can collect official monies unaccounted.

ILPs are free, even I've taken one for Gangotri (off-season), and the laws are the same for the whole country.
It's another matter that in different districts "handling procedures" are different, and nobody wants to make a fuss and waste time complaining about 'unreceipted' money.

I went to the Deputy Commissioner Office at Shimla for some work today.

There is a Sugam centre started by the administration where you can pay some fee and the work is speeded up. An alternate to standing in long lines, sort of work out-sourced to a private agency to speed up the matter.

What the babus have done here at the DC office, is they ask everyone to go to Sugam Centre even if you do not wish to pay for this convienence fee and are ready to brave through long lines. So it has become the same story at the Sugam Centre.. long lines and above all you have to pay the fee to get the work done! This centre charges 200/ for processing the ILP request. Now the best part.. after paying the fee, the permit has to be signed by the Additional Divisional Magistrate (ADM) and the foreigner has to be present in person.

I had a Russian couple in front of me who paid for the ILP at 11 am and later when I came back at 3 pm to collect my documents these people were still sitting in the ADM office to get the documents signed. A job which could not have taken more than 5 minutes!!

Pardon my language but the present ADM is a big a$$ h&*%. Better to get ILP at any other place but Shimla and you won;t have to pay for this anywhere except in Shimla.

It must have been introduced recently. As I posted above, I've done my permit directly at the ADM in Shimla around 1 August, with no fees and no queue. We were the only ILP applicants at the time.

The ADM who signed it was a nice, if somewhat authoritative lady, speaking a very good English.

An Update:

Mr. Big A$$ ADM has been shifted out and there is a new ADM in place. No idea how he works but the acting pricey old one has moved out

Has the procedures in Shimla/Peo to obtain ILPs for single foreign travellers undergone any change post the Mumbai incident? Any updates would be helpful.

i got confused about reading about ILP for single person ...
so my question is: for now what's the best way to get ILP for single person ? I'll be travelling through Shimla and Peo too.

I yesterday called my friend to check for the ILP's he confirmed that no Himachalli is required any sort of permit to travel kinnaur like the kinner parikarma .....But I have still insisted him to get a permit as I have heard that at Thangi or Lalanti checkpost the ITBP guys do not agree to it ....the center for this is at sugam in DC office I'm still going for the ILP to avoid any back offs and with recent chineese intrusion I think it would be better to get it all

Permit in Kaza

Got mine today in about 2 hours. I went alone

Go to SDM office, receive a form.
Go to police get it stamped
go to SDM office with 2 photos and copy of visa and passport.

Even though it was holiday today and everyone kept telling me that permit is not possible i went there anyway and got it.
