Hp in late November
I'll be arriving in India on the 3rd of November, and them I will probably head out to Rajastan for a few days.
What I'm wondering is if it's ok to visit HP (Dharamsala, Manali, etc) sometime in late November, or if it's too cold and really not worth a visit.

You should be fine in either place(Dharamsala, Manali), although trekking opportunities will be limited. You will have excellent views at that time, since the skies should be clear and there should be good snow cover on the surrounding peaks. Yes, it will be cool in the evenings, so dress accordingly and bring a sleeping bag, but neither place is much above 2000 meters, so they're not really that cold.
If you like mountains, HP is definitely worth visiting.
