Hmm, good question. Some buses go via Junga, so I'm going to say they start at ISBT. Some buses go via Kufri, which is basically on the up-country route. Those buses leave from Lakkar Bazar, which is a few km away on the Circular Road.
PUCHOO! Your dept.

The distance would be 10 odd minutes, some do it faster some slower..plus u might have luggage as well..the good thing is that its not uphill...

For Chail...ISBT is one option, then you can get to Lakkar Bazaar as well like Dill said and take a bus from there...

Are you going to be spending anytime in Shimla at all?

In case you are traveling by train to Shimla getting down at Kandaghat is a better option to travel to Chail instead of coming all the way to Shimla. Kandaghat to Chail takes about 30 minutes in a car and 45 minutes in a bus.
