Himachal Pradesh (& Uttarakhand?) Weather/accommodation February-April?

Hi
first off, great forums, lots to browse on.
if all goes as planned I'll be poking around Himachal Pradesh (and possibly Uttarakhand) from early February to early April (flying from Delhi apr 15). this is my first trip to India, and being a native of Oregon and sometime resident of Alaska I'm really interested by the pictures I've seen of sweeping mountain vistas and deep pine forest valleys in the Himalayas. it sounds like a lot of hotels/guesthouses shut up in the winter months up there, at least above certain elevation.
I'm wondering how far up and in a budget traveller could practically get at this time of year, and what kind of weather I should be prepared for?
I don't have a fixed itinerary, Naggar Castle and the descriptions of various temples have caught my attention; most places I just wander around with my sketchbook, slow-moving and curious.
any info would be great,

Thanks! very useful information.
perhaps I should be a little more specific: where are good places to trek between february and april? I'm not a hardcore outdoorsman but I enjoy a good hike and the peaceful remote locations they sometimes lead to.
Also, what towns/areas in particular will be inaccessible or totally void of accomodations?

I am planning to go to somewhere in Himalaya from 24th to 28th Jan and I am looking for someone who can come along. If you feel like pls. respond.

Dilliwala, have you been to Dodital?

Is it possible to do this short trek during the three four days I have at my disposal. Anyone else who can guide me please let me have your comments, views
