Delhi Himachal Pradesh trip in December
im planning a trip with my friends to North India in Dec 23 - Dec 30
Im thinking of Agra, Delhi, Shimla and Manali
Is this right time to visit HP and Delhi wrt climate and cost?
Please suggest places which include trek,sightseeing and wildlife

Yes it is the best time to visit Delhi and H.P. in my opinion.
Climate would be good and from a cost standpoint everything must be ok in Delhi however Shimla and Manali can be expensive due to tourist season(christmas- expect snowfall).
I'm not sure if wildlife can be covered on this route but there is enough siteseeing around Shimla like temples and nature trails in Himachal.

End December is the peak winter time in Delhi & north India in general. This is also the time when it gets very foggy so consider these facts while you plan your trip. Fog can severely affect train & plane schedules and even road journey during early hours.
Think of including a visit to Bharatpur bird sanctuary with your Agra trip.

7 days will be too tight for all 4 places. Skip Manali or Shimla.
Combining Agra, Fatehpur Sikri, Bharatpur and Deeg Palace would be a good idea. The above could be covered easily in 2-3 days. You can go through my trip report for more information.

from bangalore we can reach bangalore by 23rd afternoon. is it possible to hire a vehicle (any contact is highly appreciated) from delhi to cover the places for 7 days?

If I understand you correctly you have 7 days for Shimla - Manali and Dalhousie. Have a look at the map to decide what would be a good route. I think Shimla - Manali - Dalhousie should also be a good route.
It would be better to hire a vehicle from Shimla instead of hiring a vehicle from Delhi.
