I've been to both and like both. Dalhousie is quieter with less of a market - whereas Mussoorie really caters for the Delhi/Punjabi crowds that flock there in May, June and July. Mussoorie is much larger, more developed than Dalhousie which still retains that smallish hill station surrounded by trees, feeling.
I think for mountain views Mussoorie will be the better of the two. Dalhousie is one of the favourites for Punjabi people, less Delhi folk go there. There are nice restaurants, places for eating, and a good walk along the Mall. Mussoorie has all of these but in larger quantities. For long term staying I prefer Mussoorie because of the facilities it offers - but for a short break Dalhousie would be the quieter of the 2. Also at Divali time there may be less crowd in Mussoorie - weather is starting to become cool then.

I don't know about reaching snow levels above Dalhousie - From Mussoorie you might further towards the higher peaks. A day's driving excursion possibly? From Manali I know it's easy to reach Rohtang area if the pass is open - and if not, you could reach snow where it closes I guess.

I don't know about Mussorie as I haven't been there but I were in Dalhousie this summer and my kids just got fed up with this place in 2 days. Only Khajiar is worth visiting and as already written in this forum stay at Khajiar.

Someone living in Dalhousie very aptly described it as 'Dull' and 'Lousy'.

hi, i live near dalhausie in chamba, but never been to mussorie so can guide you only about dalhausie, during diwali time u'll not get snow there but weather is veryyyyyyy cold. dere'll will be less crowd. I don't think one can stay in dalhausie more then a day but you must visit khajiyaar and top point of dalhausie i.e dainkund

Yup.. the pace of life is even slower than Shimla. I used to marvel earlier we Shimla people had a laid back life but Dalhousie scores here over Shimla. There is very less local population in Dalhousie and this town comes alive during tourist season. I love the walks around Dalhousie. From Subhash Chowk to Gandhi Chowk, a complete roundal and then through the post office, the bank and back to Subhash Chowk. Walk down to the bus station for the newspaper. The place is totally serene. My experiences are those of a non touristy season.

Yes ! I forgot to mention Diankund in my reply. Though one can not go upto Diankund now but a trek of nearly 1 km takes you to a temple. The route is beautiful and the day we were there it looked as if we are passing through valley of flowers. It was like a carpet of white flower was laid down there.
