Japanese encephalitis and Rabies vaccination for Chennai

Hi,

I'm going to Chennai in June ad July for work. I'll be staying in the office and a good hotel during the week, but plan to do some touristy and some off the beaten track things on the weekend, with at least one overnight stay in some budget hotel.
I'm just wondering what the storry is with Japanese encephalitis and Rabies vaccinations. The CDC website says that there is an outbreak of Japanese encephalitis in Tamil Nadu and the Rough Guide tells about a few cases in Chennai plus lots and lots of mosquitos. The WHO website on the other hand doesn't mention Tamil Nadu at all. Can anyone tell me what the story is in Chennai and Tamil Nadu and is there an out break or not.

I'm also wondering about rabies. Are there many stray dogs or other wild animals in Chennai and in Tamil Nadu?
